      • Document competition expected for the solicitation
      • Provide structured approach of perceived  strengths and weakness of competitors
      • Develop ghosting strategies to highlight competitors weaknesses and mitigate value of projected strengths
    • Ensure proposal quality through interim reviews during proposal development
      • Assist in leading Pink and Red team reviews of proposal
      • Ensure proposal  builds upon perceived corporate  strengths, and mitigate weakness
      • Fully leverages ghosting strategies from Black Hat review
  • Integrate program planning tools into the Bid and Proposal process
    • Demonstrate credible program execution plans
    • Mitigate program risk through comprehensive Integrated Master Schedule
    • Link timely design completion to successful build program
